故事背景设定在1980年代的冷战时期。谢菲尔德，作为皇家空军基地的所在地，以及重要的钢铁、能源和化工生产基地，扮演着战略和经济的重要角色。故事的主人公是露丝和吉米，两人正忙于准备他们的婚礼和迎接即将出生的第一个孩子。在这个重要的人生阶段，他们像大多数谢菲尔德的居民一样，忙于日常生活，对远在伊朗发生的国际政治动荡关注不多。 然而，情势迅速恶化。苏联进军伊朗，计划将其转变为自己的卫星国，这一举动遭到了美国、英国以及北约和联合国其他成员的强烈谴责。尤其在谢菲尔德附近的R.A.F.基地，紧张气氛迅速升级。在一个春天的日子里，毫无预警的情况下，苏联突然用洲际弹道导弹袭击了英国，其中两枚击中了谢菲尔德，摧毁了大部分的建筑和居民。这一突如其来的灾难不仅带来了直接的破坏，更严重的是它引发了一个没有公共秩序的世界。这种无政府状态的后果远比初始的物理破坏更加严重和恐怖。
